Ultra-processed foods are everywhere, but identifying them is not always as simple as checking whether a food comes in a package.
A bag of chips is an easy example. But what about whole-grain bread, flavored yogurt, breakfast cereal, plant-based milk, or a protein bar? Some classification systems may place these foods in the ultra-processed category even when they can still provide useful nutrients.
The practical answer: ultra-processed foods are generally industrial formulations made with ingredients and additives that are rarely used in a home kitchen. However, as of September 2026, the United States still does not have a final, universally adopted federal definition. HHS, FDA, and USDA have developed a proposed federal definition, but it is still under final review.
That means it is better to use processing level as one piece of information, not as a single pass-or-fail test for whether a food belongs in your diet.
What does “ultra-processed” actually mean?
The term is most often associated with the NOVA food classification system. NOVA groups foods according to the nature, purpose, and extent of industrial processing rather than simply by calories or nutrients.
Under NOVA, ultra-processed foods are industrial formulations that often contain substances not normally used in household cooking, such as modified starches, protein isolates, certain sweeteners, flavorings, colors, emulsifiers, and other additives designed to change taste, texture, appearance, or shelf life.
- Soft drinks and many sweetened beverages
- Packaged chips and snack foods
- Candy and many commercial desserts
- Instant noodles
- Some breakfast cereals
- Many packaged baked goods
- Some frozen ready meals
- Some flavored yogurts and dairy desserts
- Some protein bars and meal-replacement products
But classification is not always obvious. The same general food—bread, yogurt, cereal, soup—can range from minimally processed to highly formulated depending on how it is made and what ingredients it contains.
Does packaged mean ultra-processed?
No. Packaging and processing are not the same thing.
Frozen vegetables can come in plastic bags and still be minimally processed. Canned beans may be processed with heat and salt but are not necessarily ultra-processed. Plain rolled oats come in a box but remain a relatively simple whole-grain food.
This distinction matters because almost all foods undergo some form of processing. Washing, freezing, pasteurizing, grinding, fermenting, canning, and cooking are all forms of processing.
The question is not “Was this food processed?” but rather how far has the food been transformed, and what was added during that transformation?
The U.S. definition is still evolving
The FDA and USDA began a joint effort in 2025 to create a uniform federal definition of ultra-processed foods. The agencies said a standard definition would help make nutrition research, labeling discussions, and future policy more consistent.
On August 10, 2026, HHS announced that the first proposed federal UPF definition had been submitted for final review. As of September 2026, the proposed definition has not yet become a final public standard that consumers can use as an official federal label rule.
How can you spot a likely ultra-processed food?
A practical method is to look at both the ingredient list and the role the product plays.
One widely used NOVA-based approach looks for ingredients that are uncommon in home kitchens or additives used mainly to create industrial textures, flavors, or appearances.
- Protein isolates or hydrolyzed proteins
- Modified starches
- High-fructose corn syrup or multiple added sweeteners
- Artificial or “natural” flavor systems
- Flavor enhancers
- Emulsifiers
- Colors
- Sweeteners
- Thickeners or foaming agents

Does a long ingredient list automatically mean ultra-processed?
No. Ingredient count can be a clue, but it is not a reliable rule by itself.
A soup made with beans, tomatoes, onions, vegetables, herbs, and spices can have a long ingredient list without being highly industrial. A bread can contain many whole-food ingredients, seeds, and grains.
Conversely, a short ingredient list can still contain highly refined ingredients. Look at what the ingredients are, not just how many appear on the label.
Are all ultra-processed foods equally unhealthy?
Probably not.
This is one of the biggest limitations of treating UPFs as a single category. A sugary soft drink, a fortified whole-grain cereal, a protein-rich yogurt, and a packaged whole-grain bread can all be classified as ultra-processed under some systems, yet they differ significantly in nutritional value.
The USDA and FDA have specifically acknowledged this problem. In their 2025 request for information, the agencies noted that foods commonly classified as ultra-processed can include products such as whole-grain foods and yogurt that may also be part of healthy dietary patterns.
That is why an overly broad definition could confuse consumers.
What does the health research actually show?
Most large observational studies find that people who eat more ultra-processed foods tend to have higher risks of obesity, cardiovascular disease, type 2 diabetes, and some other adverse health outcomes.
However, observational research cannot prove that processing alone caused those outcomes. People who eat more UPFs may also differ in physical activity, income, smoking, overall diet quality, sleep, or access to fresh foods.
One important experiment tried to separate some of those factors.
The NIH randomized trial
In a controlled 2019 NIH study, 20 adults lived at the NIH Clinical Center for four weeks. They received an ultra-processed diet for two weeks and a minimally processed diet for two weeks in random order.
The researchers designed the offered meals to contain similar amounts of calories, macronutrients, sugar, sodium, and fiber. Participants were allowed to eat as much or as little as they wanted.
During the ultra-processed phase, participants ate about 500 more calories per day and gained weight. During the minimally processed phase, they lost weight.
This is important because it showed a causal difference in food intake under tightly controlled conditions. But it was still a small, short study, so it does not explain exactly which properties of UPFs drove the effect.
Why might ultra-processed foods encourage overeating?
Researchers are studying several possibilities.
Some UPFs are softer and easier to eat quickly. Faster eating can allow more calories to be consumed before fullness signals catch up. Energy density, texture, flavor intensity, refined carbohydrates, fat combinations, and food structure may also matter.
Researchers are also investigating additives and other characteristics, but evidence varies depending on the ingredient and outcome.
It is too early to say that one additive or one processing step explains the entire relationship.
Is bread ultra-processed?
Some bread is; some is not, depending on the classification system and recipe.
A simple bread made primarily from flour, water, yeast, and salt may fall into a processed rather than ultra-processed category. A highly formulated bread containing emulsifiers, modified starches, flavors, sweeteners, and multiple industrial ingredients may be classified as ultra-processed.
But the nutrition label still matters. Whole-grain bread with useful fiber may be a reasonable everyday food even if a classification system considers it highly processed.
Is yogurt ultra-processed?
Plain yogurt made from milk and live cultures is generally less processed than a dessert-style yogurt containing sweeteners, flavorings, colors, stabilizers, and other additives.
Again, the category is not the whole story. A flavored yogurt might still provide protein and calcium while also containing added sugar.

What about protein bars?
Most protein bars are industrial formulations and would likely meet common NOVA-style definitions of ultra-processed foods. But their nutritional quality varies dramatically.
One bar might contain substantial protein, fiber, and relatively little added sugar. Another might resemble a candy bar with added protein.
Rather than using the UPF label alone, compare the serving size, protein, fiber, added sugars, saturated fat, and sodium.

Should you try to eliminate all ultra-processed foods?
For most people, that is neither necessary nor realistic.
Ultra-processed foods can be convenient, affordable, portable, shelf-stable, and sometimes fortified with nutrients. For people with limited time, cooking facilities, money, or access to fresh foods, convenience can matter.
A more realistic goal is to make minimally processed foods the foundation of your diet while being selective about packaged foods.
Think in terms of patterns rather than purity.
A practical grocery-store rule
When deciding between packaged foods, use three layers of information:
- Processing: Is this mostly recognizable food or an industrial formulation?
- Nutrition: How much sodium, added sugar, saturated fat, fiber, and protein does it provide?
- Context: How often will you eat it, and what is it replacing?
A packaged whole-grain bread that helps you eat more fiber may be a better choice than avoiding it simply because an additive appears in the ingredient list.
